Withinthe Executive Directorate, working closely with business partners, the Digital,Knowledge and Information Service (EXD / DKI) designs and provides secure digitalsolutions, IT and information management services and the technologies todeliver efficient corporate services, meet business partners’ needs and tosupport and enhance the OECD’s global role in building knowledge, communicatingwith the world and interacting with governments to inform and influencepolicy-

making. Digital Solutions Design Division(DSD) is the steward of norms, standards and solution coherence. Comprising theProduct Management and Digital Architecture teams, DSD is responsible for theglobal architecture of all platforms, technologies,data models and graphics standards.

EXD / DKI is looking for a creative and innovative personto take up the position of Head ofProduct Management in DSD. Managing asmall team of senior product managers and reporting to the Head of Division,this person is responsible for creating and ensuring compliance to productplans and roadmaps.

S / he heads the team to provide expertise and co-ordinationto ensure robust product management and design standards are developed andenforced.

ProductManagement

  • Create product plans and roadmapsworking in close collaboration with Business Partnerships colleagues.
  • Ensure products and releases arelaunched in line with product management best practices and on schedule.
  • Make creative recommendations toexpand product base and vision.
  • Incorporate UI / UX analytics inproduct design to track product use and end user impact.
  • Ensure that all product artefactsand deliverables are developed to the highest quality standards including userstories and acceptance criteria that follow Agile methodologies.
  • Work closely with DigitalArchitecture team during the design phase of the product for architecture andstandards compliance.
  • Management

  • Work collaboratively withother teams to ensure an integrated cross-practice vision of EXD / DKI productsand services; ensure that solutions proposed meet clients’ requirements.
  • Participatein post-deployment reviews.

  • Provide regular managementreporting and Key Performance Indicators.
  • Manage a team of 4-5 staff.
  • Assist in the management ofDSD, the preparation of the Programme of Work and Budget and the continuousimprovement of practices.
  • Keep abreast of advances incurrent and emerging industry trends, related technologies, methodologies andbest practices.
  • Ideal Candidate Profile Academic Background

  • Anadvanced university degree in information technology, business administrationor a related field.
  • Professional Background

  • Extensive experience inclient engagement, business analysis and IT / digital work programme development.
  • Significantexperience managing large, complex digital projects, product design, timely implementation,production and maintenance activities and associated budgets.
  • Provenexperience guiding, managing and developing diverse staff and their careerobjectives in a matrix organisational structure.
  • Thoroughknowledge of IT project management methodologies and industry frameworks.
  • Soundexperience advising on digital strategy and IT trends, and drafting relatedrecommendations or policies.
  • Broadknowledge of current and emerging technologies, industry trends and bestpractices together with demonstrated experience evaluating their strategicvalue including but not limited to web and mobile technologies, collaborationplatforms, CRM solutions and workflow optimisation.
  • Experiencein an international and cross-cultural setting would be preferable.
  • Languages

  • Fluency in one of the twoOECD official languages (English and French) and knowledge of the other, with acommitment to reach a good working level.
  • Knowledge of otherlanguages would be an asset.

  • Contract Duration

  • Three-year fixed termappointment, with the possibility of renewal.
  • Whatthe OECD offers

  • Monthly base salarystarting from 8,560 EUR,plus allowances based on eligibility, exempt of French income tax.
  • Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
