Within the Industrial Operations department, based in Headquarter, the Rolling Stock and Component (RSCO) Testing and Commissioning Director reports directly to Trains Industrial Director.

Purpose of the job :

  • To set global policies and practices ensuring systematic and efficient handing over of trains from manufacturing to testing and final customer acceptance,
  • To contribute to Rolling Stock (RS) and Component Operations missions by :
  • Improving Testing & Commissioning Workpackage (WP) performance within projects,
  • Improving continuously the efficiency of testing métiers , by setting standards and including return on experience within Alstom Lean Manufacturing program.
  • Key accountabilities :

    1. Definition, description and deployment of Testing & Comissionning (T&C) standards :

  • EHS processes and associated means (dynamic test tracks, consignation, working at height, ), to be included in RS Industrial Standards,
  • Functional testing stations, to be included in RS Industrial Standard,
  • Robust Hand Over Manufacturing to Testing, in narrow relationship with Industrial and Quality,
  • Definition of the T&C Quality management system frame ( in particular by making available cornerstone procedures),
  • Functional Non conformity (met during testing and commissioning) treatment, in narrow relationship with Industrial Quality.
  • 2. In order to reduce Testing & Commissioning Lead Time, definition, maintenance and deployment of Testing Tools, to be part of the T&C Standards :

  • To push upstream as much as possible testing operations
  • Automated test routing, in narrow interface with business information system (BIS)
  • Test Tracer (Testing Andon), in narrow interface with BIS
  • Specific testing tools ( e.g. : pneumatic test benchs)
  • Reduction of throughput time, and hence the asset employed by Alstom
  • Contribution to the collect and consolidation of RSC Operations KPI’s
  • The following KPI’s will be reported monthly to the RSC Management Meeting :

  • Hand-Over manufacturing to testing coverage and Go first time,
  • Hand-Over testing to Industrial Quality (ex-works) coverage and Go first time,
  • Customer acceptance first time,
  • Serial tests Hard WIP.
  • In addition, our T&C KPI dash-board will carry on including the following KPI’s :

  • Head Count and direct hours versus budget,
  • Finished Goods on site and off sites,
  • EHS : accidents with lost working time and TOP8 status,
  • Competencies development,
  • Testing workload versus capacity at each site
  • 3. Testing competencies development, in narrow relationship with Alstom Lean Manufacturing program

    4. Promotion of sites transverse initiatives :

  • sharing of experience and Return Of Experience (REX),
  • transfer of competencies,
  • mutual benchmarks.
  • 5. Support Regions and Platforms in improvement action plans

    6. Monitor key asset usage and saturation of end of cycle footprints across sites

    Profile

  • Engineering or Masters Degree level education, preferable in mechanical or electrical disciplines
  • More than 10 years’ experience in the railway industry with at least 5 years of Management experience within T&C or equivalent function
  • General railway and Product knowledge
  • Railway safety and RAM knowledge
  • EHS knowledge
