Org. Setting and Reporting
The European and North Atlantic (EUR / NAT) Regional Office in Paris, France, is primarily responsible for maintaining continuous liaison with the States to which it is accredited (56 Contracting States) and with appropriate international organizations, regional civil aviation bodies, and UN Agencies and programmes.
The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies, and decisions.
The Regional Office also provides technical guidance and assists States with the implementation of ICAO Standards and Recommended Practices (SARPs), aviation safety and air navigation plans.
The incumbent reports directly to the Deputy Regional Director, with whom s / he consults on complex technical issues. S / he will work on Aerodromes and Ground Aids (AGA) and related aviation safety matters, including technical assistance.
Specific direction and supervision are ensured by the Deputy Regional Director. The approach to her / his work is normally developed jointly between the incumbent, the other experts in the Team, and the supervisor.

Monitors developments of concern to ICAO in the States to which the office is accredited, in the field of aerodromes; assists States in the implementation of the provisions related to design and operations of aerodromes and heliports contained in Annex 14 and in the Regional Air Navigation Plans, achieving results such as :

Supports, in collaboration with other EUR / NAT team members and ICAO Headquarters, the regional implementation of ICAO SARPs and the ICAO Global and Regional Air Navigation (GANP / eANP) and Aviation Safety (GASP / RASP) Plans, achieving results such as :
Navigation Plan, the Global Aviation Safety Plan and the relevant (Europe and North Atlantic) ICAO Regional Air Navigation and Aviation Safety Plans requirements.

Participates in the implementation of the ICAO EUR / NAT No Country Left Behind (NCLB) technical assistance programme and other technical assistance projects, achieving results such as :
Cooperation programmes / projects, as assigned by the Deputy Regional Director.

A minimum of ten (10) years of experience in the technical / operational aspects of international civil aviation (aerodrome design and operations and / or aviation regulatory and oversight matters), preferably with a State civil aviation authority, aerodrome or an international / regional civil aviation organization is required.
Considerable experience in communication and cooperation with counterparts within international organizations, national administrations, professional organizations, and industrial partners is required.
Experience in advising meetings on regulatory and technical / operational matters under limited supervision is required.
Sound experience in one or more of the following fields : air navigation services or international aircraft operations is required.
Experience in participating in and servicing international civil aviation meetings is required.
Hands-on experience with personal computers and contemporary software, including project management skills is required.
Experience in participating in ICAO meetings is desirable.
Experience as an ICAO USOAP auditor is desirable.
Experience in conducting training courses, seminars, workshops, etc is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code (Staff Regulations).

In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.
